पंतप्रधान नरेंद्र मोदी यांच्या तिसऱ्या कार्यकाळातील (मोदी ३.०) सर्वात मोठा राजकीय भूकंप आज संसदेत पाहायला मिळाला. अत्यंत प्रतिष्ठेचे मानले जाणारे ‘महिला आरक्षण विधेयक’ लोकसभेत नामंजूर झाले आहे. बहुमतासाठी आवश्यक असलेला दोन तृतीयांश खासदारांचा पाठिंबा मिळवण्यात सरकारला अपयश आले असून, हे विधेयक ६२ मतांच्या कमतरतेमुळे फेटाळले गेले. या पराभवानंतर विरोधकांनी एकच जल्लोष केला, तर सत्ताधारी बाकांवर शांतता पसरली होती.

​आकड्यांचा खेळ आणि पराभव

​लोकसभेचे एकूण संख्याबळ ५४० असून, घटनादुरुस्तीसाठी किमान ३६० (दोन तृतीयांश) मतांची आवश्यकता होती. मात्र, सरकारच्या बाजूने केवळ २९८ खासदारांनी कौल दिला. याउलट, २३० खासदारांनी विधेयकाच्या विरोधात मतदान केल्याने विधेयकाचा सुपडा साफ झाला. अध्यक्ष ओम बिर्ला यांनी विधेयक नामंजूर झाल्याची घोषणा करताच सभागृहात गोंधळाला सुरुवात झाली.

​विधेयक फेटाळले गेल्यानंतर विरोधी पक्षनेते राहुल गांधी यांनी अत्यंत आक्रमक पवित्रा घेतला. माध्यमांशी बोलताना ते म्हणाले, “आज संविधानावर होणारे आक्रमण आम्ही परतून लावले आहे. लोकशाहीचा विजय झाला असून आम्ही त्यांचा पराभव केला आहे. विधेयक पडल्यानंतर तुम्ही पंतप्रधान मोदींचा चेहरा पाहिला का? तो सर्व काही सांगून जातोय.”

​सत्ताधारी आक्रमक; उद्या रस्त्यावर उतरणार

​विधेयक पडल्याने संतापलेल्या भाजपच्या महिला खासदारांनी संसदेच्या मकरद्वारावर विरोधकांविरुद्ध जोरदार घोषणाबाजी केली. केंद्रीय मंत्री किरण रिजिजू यांनी सभागृहातच ठणकावून सांगितले की, “आम्ही महिलांच्या हक्कांसाठीचा संघर्ष थांबवणार नाही.” या पराभवाच्या निषेधार्थ उद्या भाजप कार्यकर्ते विरोधी पक्षांच्या नेत्यांच्या घराबाहेर निदर्शने करणार असल्याने राजकीय वातावरण अधिकच तापण्याची शक्यता आहे.

The first major political earthquake of Prime Minister Narendra Modi’s third term (Modi 3.0) was witnessed in Parliament today. The highly prestigious ‘Women’s Reservation Bill’ has been rejected in the Lok Sabha. The government failed to garner the mandatory two-thirds support of the MPs, and the bill fell short by 62 votes. Following the defeat, the Opposition broke into celebrations, while a heavy silence prevailed on the Treasury benches.

​The Numbers Game and the Defeat

​With the total strength of the Lok Sabha at 540, a minimum of 360 (two-thirds) votes were required for the constitutional amendment. However, only 298 MPs voted in favor of the government. In contrast, 230 MPs voted against the bill, leading to its complete collapse. Absolute chaos erupted in the House as soon as Speaker Om Birla announced that the bill was rejected.

​After the bill’s rejection, Leader of the Opposition Rahul Gandhi took an aggressive stance. Speaking to the media, he said, “Today, we have repelled an attack on the Constitution. It is a victory for democracy, and we have defeated them. Did you see PM Modi’s face after the bill was defeated? It tells the whole story.”

​Ruling Party Aggressive; To Hit the Streets Tomorrow

​Infuriated by the defeat, women MPs of the BJP staged a massive protest against the Opposition at the Makar Dwar of Parliament. Union Minister Kiren Rijiju declared in the House, “We will not stop our struggle for women’s rights.” In protest of this defeat, BJP workers are set to demonstrate outside the houses of Opposition leaders tomorrow, which is expected to further heat up the political climate.

​Editorial Note: This defeat in Parliament so early in the Modi 3.0 tenure has raised serious questions about the government’s floor management and strategy. This setback could prove costly for the BJP in view of the upcoming elections.
